This image was found in Joe's G+ page. He is listed as a Niantic Labs employee, and has posted multiple times about the arg on his Facebook page and G+ page. It's a picture of another Soviet Era Yugoslavian monument, similar to the Monument to the Revolution of the People of Moslavina.

There are several ways to look at this:
1 - current analysis has 17 sets of 60 ternary bits, based on the concentric circles, clockwise
2 - current analysis has 17 sets but there is a weird half-size circle in there that gives us 18 sets
3 - it may be 60 sets of 18 ternary bits, whose order (in-wise or out-wise) is not clear.
